minutes of the October 15, 2007 MEETING
OF the Val Verde homeowners association
The undersigned, being all of the Directors and officers of the Val Verde Home Association, a Nebraska nonprofit corporation ("Corporation") hereby approve the following minutes of the October 15, 2007 meeting of the Members of the Corporation on , 2007:
The meeting was called to order by Jeremy Kinsey at 7:07 p.m. at the Portal Elementary Media Center. Directors present and participating were Jeremy Kinsey, John Eylander, and Susan Lewis. Approximately 17 homeowner members were present. One special guest was invited and attended. Announcement of proper notice was made without objection. Jeremy Kinsey announced that the meeting would be out of order due to the attendance of a special guest.
NEIGHBORHOOD WATCH COMMITTEE:
Jeremy Kinsey introduced Officer Thompson, Youth Services Detective with the LaVista Police Department. Officer Thompson is Val Verde’s neighborhood watch representative from the police department. Officer Thompson reported that the main issues with the Val Verde subdivision were traffic issues. There were two traffic studies conducted recently. One at 97th Street and Bailey, which revealed approximately 10% of traffic goes 5 mph or more over the posted speed limit. Another study was conducted at 97th and Centennial which revealed 14% of traffic travels 5 mph or more over the posted speed limit. The busiest times for traffic were between 6-7 a.m. and 8-9 p.m. A resident asked what would justify a traffic light. Officer Thompson responded that there would need to be a significant increase in traffic with an engineering study. This would be conducted by the Public Works department. Dean Podell said that the numbers were not significant enough to warrant a speed bump. A question was also asked about a stop sign by the park entrance or at 100th and Centennial. Again, a study would have to warrant that action. Officer Thompson thanked the residents for bringing these areas of concern to his attention. He stated that it was important for residents to bring these issues to his attention because the police department might not otherwise be aware of resident concerns.
Jeremy Kinsey reported that Sonja Williams is our Neighborhood Watch chairperson, and she will work with Officer Thompson. 331-1353 is the nonemergency number for the police department. Neighbors are the best tool to prevent crime. F you see something suspicious, please call. Kinsey reported that city parks close at 10:00 p.m.
John Eylander reported that the public works department is working on a lot of signs for our neighborhood that should be installed in the near future.
Jeremy Kinsey reported that LaVista has always had an ordinance prohibiting parking in cul de sacs so that fire equipment can get in the areas. You can request special permission to allow parking in cul de sacs if you are having a party, etc. Call the nonemergency number to request a special permit.
John Eylander confirmed notice of meeting via signs, postcard and website.
John Eylander reported that the annual picnic was a success but really hot. There were several extras added this year, which included ladder rides on a fire truck. There is discussion that the date might be moved back next year to allow for better participation and weather.
LANSCAPING:
John Eylander reported that the water is installed and working on all medians. There was a problem with MUD continuing to turn the water off due to no initial reading. That problem was resolved. Rain sensors will be installed soon and will cost approximately $200.00. All the major updates with the landscaping are completed. The board will be sending requests for proposals to landscaping companies to start the process of selecting a new vendor. The board anticipates that dues will be lowered. Eylander welcomes ideas and suggestions for the landscaping.

TREASURER’S REPORT:
Eylander reported that the 3rd Quarter financial report is posted on the website. There is approximately $19,000 in the bank. There are currently 14 lots that have not paid their dues. The board is working on collecting those balances. Insurance will be coming due at the cost of $3,000. Additional future expenses include holiday lights and maintaining the $15,000 emergency fund. Eylander is looking into getting a CD or money market account. We are pretty much ending the year right on target.
Jeremy Kinsey reported that the city will pull signs that are posted on major streets. There is one full time city employee assigned with taking down signs. If you’re putting a sign in your yard, contact the city first.
A member asked if residents are to follow covenants or city ordinances. Both should be followed. Follow the covenants if they are stricter. It was reported that the city has taken over park maintenance. A resident reported that the park is looking good.
Kinsey reported that elections will be held in January. Nominations will be taken in December.
NEWSLETTER:
Mike Siggers reported that he will put together a newsletter to address the upcoming elections.
Resident asked if anyone had seen a missing cat.
There being no further business, the meeting was adjourned at 7:47 p.m.
