minutes of the NOVEMBER MEETING
OF members OF
Val Verde homeowners association

The undersigned, being all of the Directors and Officers of the Val Verde Homeowners Association, a Nebraska nonprofit corporation ("Corporation"), hereby approve the following minutes for the November 28th, 2005 monthly meeting of the Members.

The meeting was called to order by Mary Hewitt at 7:05 pm at Portal Elementary School. Directors and officers present and participating were Mary Hewitt, John Eylander, and Jeremy Kinsey.  Approximately 25 homeowner members were present. There were no invited guests.

1.             Approval of October Minutes:  The reading of the October meeting minutes was waived.  Members are reminded that all meeting minutes from every meeting are available on the HOA website (www.valverdehoa.com) or by requesting copies from the Directors.  October minutes were approved unanimously without changes.

 

2.             Old Business: 

None

 

3.             New Business:

The annual meeting and Board of Directors elections scheduled for January 23, 2006.   Anyone interested in running for the open Board position should advise any of the current Directors by the December meeting.   The Directors would like to have a proxy ballot in place by the December newsletter.  The current Directors will try to post biography information for early nominations on the HOA website.  Additional nominations will be taken from the floor on election night.  In order to vote, a member must be in good standing.  The HOA By-Laws allow for one vote per household (lot).  Additionally, the Directors are seeking volunteers to serve on the election committee. 

 

Hewitt announced three Notice of Liens have been sent by certified mail to residents in the subdivision.  The letters should arrive this week.  The HOA only has 6 unpaid lots out of the 227 total lots.

 

Hewitt stated the Directors are still awaiting a final cost for insurance from Silverstone Group. 

 

4.             Treasurer’s Report: 

Eylander read through the October financial reports.  For the month, the Corporation received $508.69 in annual dues; one full payment of $125.00, and 3 pro-rata share dues.  The 3 pro-rata share dues were received from new houses recently completed in the subdivision.  The Corporation also reimbursed Karen Eylander $210.26 for landscaping costs associated with purchasing several hundred tulip, daffodil, and iris bulbs for the Val Verde entrance medians.  The ending HOA balance at the October was $17,164.96.  The Directors are seeking assistance to provide an independent end-of-year audit on the financial reports. 

5.             SID Report

Brad Dunbar, Val Verde SID Board representative reported that bids for the Centennial Park were sent out earlier in the fall with All Purpose Utilities selected as the winning bidder for the project.  The project is currently slated to begin next spring and the contract does not stipulate an end completion time.  Dunbar stated that annexation of Val Verde by La Vista will happen after the park is completed. 

The grading for the east side of Portal Ridge is almost complete.  Lots will be available beginning in the February through March time frame.   

6.             Committee Reports

a.  Newsletter:  Leslie Bingman (chair) reported the next newsletter is planned for December.  Please submit any newsletter items to Bingman at ladybing@cox.net ASAP.  This newsletter will include election information, recent meeting minutes, financial statements, and pictures from the neighborhood party.

 

b. Landscaping:  Kinsey reported on the status of the sprinkler system.  Kinsey arranged for a sprinkler system inspection by the company also performing end of season maintenance.  The inspection report indicates the sprinkler system needs much work.  The main timing box needs to be replaced with a steel insulated box, a junction box for the second island needs to be raised, and a broken line along the sidewalk needs to be fixed.  The Director’s are expecting an estimate shortly.  Hewitt presented a motion authorizing repair the sprinkler costs not to exceed $500.00.   The motion was seconded by Leslie Bingman.  The motion carried unanimous.  Kinsey will look into having the contractor add additional sprinkler heads to the front area near the sign.

 

Hewitt presented information gathered by Deb Rinner concerning adding holiday decorations to the Val Verde entrance.  Rinner gathered bids from 3 sources, with the lowest bid being around $500.00.  The contractor would string a couple of light strands through each tree in the Val Verde Dr. entrance.

 

c.  Halloween Committee:  Fenske (chair) reported on the Halloween events.  Approximately 100 children participated in the Halloween events.  Fenske has received all of the names of secret house winners.   There were still a few secret house winners who received a prize from multiple houses.  Hy-Vee donated all of the hotdogs, buns, soda, and hot chocolate for the event.  Fenske spent $69.24 for awards and prizes.  Hay bales were loaned for the event by Vala’s Pumpkin Patch.   

 

d. Covenant Committee:  Lewis (chair) reported that the committee has not received any complaints over the past couple of months related to covenant violations.  If any resident has a covenant question or wishes to report a covenant violation, please contact Susan Lewis at Susanl.Lewis@att.net or mail all documentation to Val Verde HOA, P.O. Box 460974, Papillion, NE  68046.

 

7.             Open Discussion

a.  One resident asked about liability of the Centennial Park after annexation by La Vista.  The park maintenance and liability will be assumed by the City of La Vista.  The maintenance will be a responsibility of the Parks & Recreation Department.

 

There being no other business conducted, the meeting was adjourned at approximately 7:55 pm.
